The proper line of promotion is as follows:

Junior Shodan min. 14 Can apply to get their status changed to become an adult Shodan once they turn 16 years of age by applying for Shodan examination.
Shodan min. 16 Must have completed 1 year of training before applying for Jun-Shidoin.
Min. of 2-3 years training before applying for Nidan examination.
Junshidoin min. 20 in Canada before applying for this examination.
Nidan   Min. of 2 years training before applying for Sandan examination. 
Sandan   Min. of 4 years training before applying for Yondan examination.
Required 1 year of training before applying for Shidoin examination
Shidoin min. 22 in Canada.
Yondan   Min. of 5 years training before applying for Godan examination.
One must wait 3 years before applying for title of Shihan examination
Shihan min. 30  
Godan   Min. of 3 years training before applying for Renshi examination.
Renshi min. 40  
Rokudan   Min. of 4 years training after obtaining godan and applying for examination of Rokudan.

The Sohonbu will accept the following: Shodan; Nidan; Sandan; and, Yondan
 

Note:

Those who just wish to challenge for dan promotions up to yondan may do so. However, those who wish to challenge for godan must first have jun-shidoin, shidoin, shihan. (Revised points Article 10 Reference 6 Instructors regulations.)

At this point, all gradings stop.  If a karateka wishes to proceed beyond "Yondan" and have no licence, they must go back and pass Jun-Shidoin and Shidoin before attempting Shihan.  Since one must wait 3 years after Yondan to test for Shihan, they can challange the Jun-Shidoin and Shidoin during those three years. Title License Requirements
Jun-Shidoin Assistant Instructor Junshidoin crestThe minimum application age for the licence "Jun-Shidoin" in Canada is 20 years old. He/she will assist and guide those junior in rank. A training period of one year after obtaining the rank of Shodan must have been completed.  This person has successfully passed the examination for this "licence" as per Canadian Honbucho. Under the supervision of the regional "Shihan" or karateka of higher rank, the duties of Jun-Shidoin include teaching the students of their respective dojo. Participate in area sponsored clinics. Must be a capable person with a good personality and ability. Jun-Shidoin licence fee to be renewed annually. The Jun-Shidoin badge is to be worn on the karate gi jacket right shoulder sleeve.
Shidoin Instructor Shidoin crestThe minimum application age for the licence "Shidoin" in Canada is 22 years old. The Shidoin must be a capable person with a good personality and ability. He/she will assist and guide instructors that are junior in rank and title..   A training period of one year after obtaining the rank of Sandan must have been completed. This person has successfully passed the examination for this "licence" as per Canadian Honbucho. Under the supervision of the regional "Shihan" or karateka of higher rank, the duties of Shidoin include teaching students of their respective dojo. Participate in area sponsored clinics. Must be a capable person with a good personality and ability.  Shidoin licence fee to be renewed annually. The Shidoin badge is to be worn on the karate gi jacket right shoulder sleeve.
Shihan Master Instructor Shihan crestThe minimum application age for the title "Shihan" in Canada is 30 years old.  The Shihan must be a capable person with a good personality and ability.   He/she will assist and guide instructors that are junior in rank and title.   This person has successfully passed the Sohonbu examination for this "Title" in accordance with Canadian Honbucho. Shihan are encouraged to open a dojo, must attend area clinics, and do their part to preserve and promote Chito-ryu karate do through teaching, competition, and research under supervision of the Canadian Honbucho. Shihan title fee to be renewed annually. The Shihan badge is to be worn on the karate gi jacket right shoulder sleeve.
Renshi Teacher The minimum application age for the title "Renshi" in Canada is 40 years old. Steadfast with considerable training, possesses excellent skills and makes contributions to the promotion of this Do. He/she will assist and guide instructors that are junior in rank and title.  This person has successfully passed the Sohonbu grading. The Renshi are encouraged to participate in Sohonbu clinics and do their part to preserve and promote Chito-ryu karate do through teaching, competition, and research under supervision of the Canadian Honbucho. Renshi title fee to be renewed annually. The Renshi red & black belt is to be worn with the gi designating your title as part of the uniform.
